Semantic Meta Tags (SMT) 3.0.0 released

Hello everyone, we are happy to announce the release of version 3.0.0 of the Semantic Meta Tags (SMT) extension. [0] This release brings support for fallback strings to be used if no annotation is present. See the README [1] on how to configure you wiki to use this feature. Special thanks go to community member Alexander Mashin (alex-mashin) for making this feature possible. Note that this extension now requires MediaWiki 1.31 and later, Semantic MediaWiki 3.1 and later as well as PHP 7.1 and later. Thanks go to all people involved making this release possible.
