The difference is in how {{PAGENAME}} represents the user with namespace. For example User:Foo with {{PAGENAME}} will produce a Foo description wherein {{FULLPAGENAME}} will produce a User:Foo description.
{{#ask: [[Foo]] |?Modification date#MEDIAWIKI }} vs. {{#ask: [[User:Foo]] |?Modification date#MEDIAWIKI }}.

- Indeed, that's the sane way to do it in different namespaces. Looking at it now I realise that I do just this on my private wikis. I am currently under a lot of pressure at the moment so I fail to see the obvious. What also diverted me is that it used to work during the past seven years and actually {{PAGENAME}} also works on this very wiki in e.g. the project namespace.
